The raids and arrests occurred in November 1919 and January 1920 under the leadership of Attorney General A. With Palmer’s newly appointed deputy J. Edgar Hoover spearheading the operation, federal agents scooped up hundreds of alleged radicals, subversives, communists, anarchists, and “undesirable” but legal immigrants in 12 cities—some 650 in New York City alone.
